Ghana Health Service Hosts Chadian Delegation to Share Universal Health Coverage Experience

The Ghana Health Service (GHS) has hosted a 17-member delegation from Chad on a study visit to learn from Ghana’s experience in health service delivery and the implementation of Universal Health Coverage (UHC).

The delegation, made up of senior officials from Chad’s National Health Insurance Fund (CNAS), the National Regulatory Agency for Universal Health Coverage (ANAR-UHC), sector ministries and the World Bank-supported Health System Performance Strengthening Project (PRPSS), paid a courtesy call on the leadership of the GHS.

Welcoming the delegation, Deputy Director-General of the GHS, Dr. Caroline Reindorf Amissah, said Ghana’s healthcare system is built on a strong primary healthcare model that ensures services are accessible at the community level.

She highlighted the Community-based Health Planning and Services (CHPS) programme as the foundation of Ghana’s primary healthcare system, bringing essential health services closer to communities through health education, disease prevention, maternal and child healthcare, and referrals.

Dr. Reindorf Amissah also outlined the government’s Free Primary Healthcare Initiative, launched in April 2026, which aims to eliminate financial barriers to essential primary healthcare services and advance Ghana’s Universal Health Coverage agenda.

She acknowledged challenges such as healthcare financing, workforce distribution and service delivery in rural areas but reaffirmed Ghana’s commitment to strengthening the health sector through innovation and partnerships.

The Chadian delegation commended Ghana for sharing its experience, describing the country’s progress in primary healthcare and health insurance as valuable lessons for Chad’s ongoing health reforms.

During the visit, the delegation is expected to engage with technical departments of the GHS and tour CHPS compounds, health centres, district hospitals and regional hospitals to gain firsthand knowledge of Ghana’s healthcare delivery model.
